To mark our office's one-year anniversary, we are introducing a new feature: Key Homeland Security Metrics (KHSMs).
These metrics convey the crucial work of the Department on behalf of the American people. We have worked with a wide range of stakeholders to recommend a set of statistics from across the Department of Homeland Security to include in this list.
We strictly adhere to statistical best practices identified by the Office of Management and Budget and the National Academies of Science, Engineering, and Medicine to ensure that KHSMs maximize objectivity, data quality, and transparency. We've worked closely with the DHS Component Statistical Officials to standardize the reporting methodologies supporting KHSMs. All KHSMs are based on validated reporting standards. These statistical methods are described in detail on the page for each KHSM. Component statistical officials have further reviewed data tables for accuracy. We will update data for each KHSM on a regular cadence.
While these data were previously available in other reports, our goal with KHSMs is to:
- Identify the data most in demand by policy makers, research institutions, and the public.
- Generate rigorous statistics describing those data.
- Make them available in a single location.
We’re starting with six key metrics, with more to come.
Immigration
CBP Encounters
Encounters with U.S. Customs and Border Protection (CBP) include three things:
- People who unlawfully attempt to cross the border between ports of entry
- People who attempt to enter at a port of entry but are inadmissible
- Title 42 expulsions due to COVID-19

DHS Repatriations
When DHS sends a noncitizen back to their country of citizenship or a third country, it is called repatriation. It can be a removal (which carries administrative penalties), a return (which does not carry administrative penalties), or an expulsion under the Title 42 public health order which was in effect from March 2020 until May 2023.
The Repatriations KHSM includes data on all DHS repatriations, including those completed by ICE or CBP (both U.S. Border Patrol and the Office of Field Operations).

FEMA Deployments
The Federal Emergency Management Agency (FEMA) provides support when the President of the United States declares an emergency or major disaster.
This KHSM counts the number of active deployments during a given month or year. A deployment occurs when an individual is assigned to an event for a defined period.
